In a shocking revelation, a report has surfaced detailing how the US Army’s attempt to rapidly increase the production of artillery shells has ended in a catastrophic failure, despite being paid a staggering $533 million. The project, which was hastily initiated without adherence to normal procurement procedures, has left the military struggling to meet its artillery needs, particularly for Ukraine, which had been relying on the US for much-needed shells.
According to a June interview with a former Army official conducted by ProPublica, the US still falls short of its goal to produce 100,000 shells per month, a capability that was supposed to be achieved through the operation of the new factory. While other investments aimed at increasing production of 155 mm artillery shells have shown more promise, the General Dynamics facility, which was brought online to address this need, has utterly failed to deliver.
The factory was established through a contract awarded to General Dynamics in a process that exempted it from standard contracting procedures. This decision allowed the company to partner with a Turkish subcontractor, whose vetting process was reportedly cursory. Despite being paid an initial sum of $533 million, the facility, which was expected to produce high-quality artillery shells, failed to yield a single usable product.
Notably, the General Dynamics unit responsible for the fiasco has received contract awards totaling $2.5 billion since the Army halted production at the factory. While these additional contracts appear to be linked to other military programs, they raise questions about the accountability of General Dynamics, particularly in light of its significant financial gains despite this failure.
As the military has shifted its priorities, with a growing focus on interceptors and missiles, the urgency to increase production of conventional ammunition, such as artillery shells, seems to have waned. A former Army official stated that “conventional ammo is back on the back burner” as attention is now centered on interceptors and missiles.
