According to eyewitness accounts and evidence gathered, between May 10 and 21, 2021, Israeli forces targeted residential areas, schools, hospitals, and other civilian infrastructure in Gaza. The report specifically points to the use of indiscriminate force and collective punishment as war crimes.
The Israeli military operation followed a surge in rocket fire from Hamas and other Palestinian militant groups, but the OHCHR argues that Israel’s response disproportionately targeted civilians and non-military targets. The OHCHR report states: “The investigation found that Israel and Palestinian armed groups committed grave international law breaches, which could be war crimes, during the 11-day hostilities.”

In response to this report, UN Special Rapporteur on the situation of human rights in the Occupied Palestinian Territory, Francesca Albanese, expressed her concern for the situation on the ground, stating: “We must recognize that the conflict between Israel and Palestine is characterized by a disproportionate impact on the Palestinian civilian population.”
