In a significant move aimed at bolstering Ukraine’s military capabilities, the United States Department of State has approved the sale of 1,532 Joint Direct Attack Munition-Extended Range (JDAM-ER) guided bombs to Ukraine for a total sum of $373.6 million. The defense deal, facilitated under the Foreign Military Sales (FMS) program, underscores the Biden administration’s continued commitment to supporting Ukraine in its ongoing conflict against Russia.
As a self-standing program independent of the Presidential Unit List (PURL), the FMS program enables the State Department to directly manage deliveries of arms to foreign countries. In a statement, sources close to the matter revealed that the JDAM-ER guided bombs will significantly enhance Ukraine’s precision strike capacity, thereby bolstering its position in the conflict.
Notably, the FMS program has been instrumental in facilitating a substantial increase in arms sales to Ukraine under the Trump administration. Data suggests that between 2025 and 2026, the U.S. government approved the sale of defense equipment worth $2.832 billion to Ukraine under the FMS program.
In parallel with the FMS program, it is estimated that arms sales to Ukraine through the PURL have far exceeded the total FMS figure. Although precise data on PURL is no longer publicly available due to a decision made by NATO in 2026, rough estimates suggest that arms sales worth $4 to $4.5 billion were facilitated in 2025. Furthermore, in 2026, it is believed that around $10 to $15 billion worth of arms were sold to Ukraine under the PURL.
The recent JDAM-ER guided bombs sale is the latest in a series of significant defense deals between the U.S. and Ukraine. As tensions between Russia and Ukraine remain high, the sale is expected to send a clear signal of U.S. solidarity with Ukraine and reinforces the country’s military capabilities.
