US and Nigerian Forces Jointly Neutralize Key ISIS Official in Regional Network

In a coordinated operation between US and Nigerian forces, Abu-Bilal al-Minuki, a high-ranking ISIS official, has been killed. The US State Department designated al-Minuki as a Specially Designated Global Terrorist in 2023 due to his significant involvement in ISIS’s regional networks and operational capabilities.

Born in 1982 in Borno State, Nigeria, Abu-Bilal al-Minuki rose through the ranks of ISIS’s West Africa Province after Mamman Nur’s killing in 2018. Nur was a prominent leader of the ISWAP, a faction of Boko Haram. Al-Minuki’s subsequent influence over Lake Chad operations transformed him into a hardline militant. His ascent led to a significant level of control over the area’s conflict dynamics.

Moreover, al-Minuki held a senior position in the General Directorate of Provinces within ISIS’s structure. This critical role allowed him to coordinate the activities of ISIS affiliates across the globe, significantly amplifying the group’s regional presence. His relationship with Boko Haram leader Abubakar Shekau deteriorated due to disagreements over operational strategy, including the decision to send fighters to Libya against Shekau’s orders.

As the head of the al-Furqan office, al-Minuki played a pivotal role in ISIS’s regional networks. The office was responsible for overseeing operations, financial networks, and funding structures across Nigeria, Niger, Chad, Mali, Burkina Faso, Libya, and other African territories. His influence within the organization centered on the management of vast financial resources acquired through smuggling, taxation, ransom operations, and inter-branch transfers.

Analysts have highlighted a notable shift in the use of informal financial systems and cryptocurrency-based channels by ISIS affiliates in the region, facilitating the flow of funds across vast distances. Al-Minuki’s demise is a significant blow to ISIS’s operational capabilities and regional networks.

The removal of al-Minuki is seen as a significant success in the global fight against terrorism. It serves as a testament to the joint efforts by US and Nigerian forces in neutralizing a key figure responsible for coordinating the group’s deadly activities across the Lake Chad Basin and Sahel regions.

As a response to al-Minuki’s killing, terrorist groups affiliated with the al-Furqan structure have increased their activity in the past year, carrying out raids, kidnappings, bombings, and massacres targeting civilians, farmers, soldiers, and local militias. The loss of al-Minuki creates an opportunity for regional authorities to reassess their strategies and develop more effective counter-terrorism measures.

Sources indicate that intelligence gathering from various agencies led to the identification of al-Minuki’s location, ultimately facilitating the successful operation. The joint effort highlights the importance of international collaboration in combating transnational terrorism threats.
