The 202-page report, titled “Shadows of the State: Human Rights Abuses by the US, UAE, and Israel,” reveals a comprehensive pattern of extrajudicial killings, enforced disappearances, and torture by these nations. The report is based on thorough investigations conducted by HRW over several years, involving in-depth interviews with witnesses, victims, and their families.
According to HRW, the United States has been involved in a series of extrajudicial killings through its drone strikes in countries like Yemen, Pakistan, and Somalia. The report highlights the case of a 64-year-old Yemeni grandmother, who was killed in a US drone strike in 2018 while gathering firewood in a field. The US has consistently maintained that such strikes are lawful, but HRW argues that they violate international law and have resulted in the deaths of civilians.
The United Arab Emirates, a key US ally in the Middle East, has been accused of torturing detainees in its network of prisons in Yemen. HRW investigators found evidence of beatings, electric shocks, and other forms of physical and psychological abuse. The report also highlights the UAE’s involvement in enforced disappearances, including the case of a Bahraini dissident who was secretly transferred to a UAE prison, where he was reportedly tortured.
In Israel, HRW has documented a pattern of extrajudicial killings, particularly in the Gaza Strip. The report highlights the case of a group of Palestinian medics who were shot and killed by Israeli soldiers during a 2018 protest. HRW argues that these killings violate international law and are part of a broader pattern of impunity by Israeli authorities.
