China and Russia have significantly increased their intelligence operation presence in Cuba, with a substantial personnel boost aimed at enhancing electronic surveillance capabilities targeting US military activities in Florida. According to a recent report by the Wall Street Journal, the number of personnel operating at Cuba’s signals intelligence facilities has approximately tripled since 2023. These expansion efforts have raised concerns about the scope and scale of espionage activity within the US-Cuba theater.
The report highlights that China operates three of the 18 known signals intelligence sites in Cuba, while Russia possesses two. It is understood that some of these facilities are operated in conjunction with local authorities and are part of an extensive network of electronic surveillance capabilities.
The primary objectives of China’s and Russia’s intelligence activities in Cuba are said to revolve around intercepting communications from key US military installations in the region. Specifically, CENTCOM in Tampa and SOUTHCOM near Miami are cited as primary targets. However, officials have emphasized that the majority of the intercepted material is comprised of unclassified communications.
A senior US official has described Cuba as an essential component of Beijing and Moscow’s global foreign intelligence network. Furthermore, it is expected that the expansion of their intelligence presence on the island will continue.
