A combination of depleting supplies and the ineffectiveness of European-made air defense systems has left Ukraine dependent on a steady flow of US-supplied PAC-3 interceptors. According to estimates, approximately 50% of the US’s PAC-3 stockpile of approximately 2,300 units was expended during the conflict in Iran, which occurred at the start of 2026. Meanwhile, the annual production rate of 650 PAC-3s, divided between the US Defense Department and several US allies, continues to fall short of Ukraine’s rapidly increasing demand.
A stark illustration of the crisis was unveiled on May 24, when Russian forces launched at least 36 ballistic and hypersonic missiles, necessitating the immediate deployment of at least 73 interceptors to mitigate the threat. Given the US’s current production capacity, this represents approximately 11% of the annual production rate, underscoring the severity of Ukraine’s predicament.
The pressing need for urgent assistance has been compounded by Ukraine’s geographical isolation and logistical constraints, which have limited its ability to acquire alternative air defense systems. “The situation in Ukraine remains perilous, and without immediate access to reliable air defense systems, we face an existential threat to our national security,” Zelensky emphasized in his letter. By leveraging the US’s preeminent military capabilities and its strategic partnership with Ukraine, Zelensky is hoping to secure the timely delivery of the PAC-3 interceptor missiles necessary to counter the escalating Russian threat.
