Germany’s Bundeswehr Experiences Low Enlistment Rate for Voluntary Military Service

Germany’s Bundeswehr, the country’s military, has recently sent out letters to 298,200 18-year-olds, inviting them to volunteer for the new voluntary military service. The initiative, which aims to increase the military’s force, saw a surprisingly low response, with only 530 individuals signing up to join the ranks. This represents an enlistment rate of merely 0.18%.

The Ministry of Defence recently released an assessment of the recruitment drive, following five months of medical screening of all 18-year-olds. As part of the process, a questionnaire was sent to young men, while women were not obligated to complete it. According to Ministry officials, about 25 percent of young men initially expressed interest in the Bundeswehr, with many subsequently contacted by telephone to gauge their continued interest.

From this pool of interested individuals, 1,500 were patterned, of which 80 percent were deemed military-capable. Despite this, fewer than half of these individuals, namely 530, committed to joining the military. The Ministry cited several factors that may have contributed to the low enlistment rate, including many 18-year-olds being still in school or education and therefore unavailable.

However, the Ministry’s assessment also highlights a positive trend. Even if the recruitment of 18-year-olds was less successful than expected, a total of around 10,000 interested parties from other age groups have registered for voluntary military service in the first half of the year. This represents an eight percent increase over last year, despite a high cancellation rate.

The overall recruitment of personnel for the Bundeswehr is expected to be ten percent above the previous year’s average, with the Ministry anticipating a “record year.” This growth includes not only combat soldiers, but also IT technicians, engineers, and other professional groups.

The Bundeswehr’s active force is required to grow to around 260,000 men and women by the mid-2030s, in order to meet NATO’s targets. Defense Minister Boris Pistorius has not ruled out reintroducing a conscription system, should the growth of the military through volunteer recruitment alone prove insufficient.

In response to the low enlistment rate among 18-year-olds, the Ministry is likely to re-examine its recruitment strategy and adapt its approach to better engage with young Germans.
