
In a significant move aimed at bolstering regional security, the United States has reaffirmed its commitment to working closely with its Hemispheric partners to address pressing defense challenges. Under Secretary of War for Policy Elbridge Colby delivered a keynote address at the 18th Conference of the Defense Ministers of the Americas in Cusco, outlining the administration’s new approach to Hemispheric defense, which is centered on achieving concrete results.
Colby’s remarks signaled a renewed emphasis on collaboration and cooperation with Hemispheric countries, with the ultimate goal of establishing a future Western Hemisphere characterized by security, prosperity, and mutual interests. He emphasized that the United States is committed to working with countries that share the vision of a more secure and prosperous region, but also acknowledged the need for a more pragmatic and results-driven approach.
According to Colby, the United States has undergone a significant shift in its approach to Hemispheric defense under the leadership of former President Trump and former Secretary Hegseth. This new approach is centered on achieving specific objectives, such as reestablishing deterrence against narco-terrorists, securing critical assets and key terrain, and increasing defense spending among Hemispheric partners.
The conference, which is scheduled to take place in the United States in 2028, serves as a platform for Defense Ministers from across the hemisphere to share experiences, discuss challenges, and explore opportunities for cooperation. With the administration’s new approach set to be a major focus of the conference, Colby’s remarks have set the tone for a more collaborative and results-driven approach to Hemispheric defense.
However, Colby’s message also carried a clear warning: those partners that fail to demonstrate a genuine commitment to defense efforts and increased spending risk falling short of expectations. In his words, “Clarity, realism, resolve, and strength” will be required from all Hemispheric countries working together to achieve this vision.
