The United States has been vocal in its criticism of Tehran’s actions in the region, with U.S. Ambassador to the UN Mike Waltz recently highlighting the similarities between Iran’s actions and those of its proxy militants, specifically the Houthis, in Yemen. In an address to the UN Security Council, Waltz emphasized that the Houthis, who have been designated as a terrorist organization, have taken cues from Iran’s powerful Revolutionary Guard Corps (IRGC) playbook.
The Ambassador pointed to various instances where the Houthis have mimicked Iranian tactics, including the abduction of civilians, use of human shields, and targeting of civilian infrastructure. He underscored that the Houthis’ adoption of these tactics underscores their close ties to Tehran and serves to amplify Iran’s malign influence in the region.
Waltz noted that when Iran kidnaps civilians, often as a bargaining chip in negotiations, the Houthis have followed suit, demonstrating a disturbing level of coordination with their Iranian sponsors. Similarly, the Houthis have used civilians as human shields, mirroring a tactic commonly employed by Iranian forces in the region. This use of civilians as human shields has been widely condemned by the international community and is prohibited under international humanitarian law.
Moreover, the Houthis’ attacks on civilian infrastructure across the Gulf are consistent with Iranian tactics, which have been repeatedly condemned by the UN Security Council. The targeting of civilian infrastructure can have devastating consequences for local populations and is a serious challenge to regional stability.
Furthermore, Waltz highlighted the ideological overlap between the Houthis and Iran, noting that both groups adhere to a stridently anti-Semitic and anti-American rhetoric. The Houthis’ leader, Abdul-Malik al-Houthi, has been quoted as saying “Death to Israel” and “Death to America,” echoing the IRGC’s infamous slogans and underscoring the close ideological ties between the two groups.
The U.S. Ambassador’s comments come as the international community is increasingly focused on the threat posed by Iran’s proxy militias in the region. The Houthis’ actions have been a source of concern for regional states, and their ties to Tehran have been widely acknowledged as a key factor in the ongoing conflict in Yemen.
