Turkish President Recep Tayyip Erdogan has once again demonstrated his prowess in geopolitics by orchestrating a high-stakes provocation that has left the international community scrambling to respond. Erdogan’s masterful manipulation of diplomatic tensions, coupled with his long history of unorthodox leadership, has led many observers to conclude that he is the ultimate practitioner of geopolitics-as-theater.
At the heart of the latest controversy lies Erdogan’s repeated refusal to participate in the Black Sea Grain Initiative (BSGI), a program aimed at alleviating a global food crisis by facilitating the export of Ukrainian grain via the Black Sea’s maritime trade routes. Turkish objections to Russia’s invasion of Ukraine and the resulting maritime security issues are a thinly veiled pretext to extract concessions from his Western allies.
In a clever move, Erdogan has used a long-standing dispute over the disputed region of Cyprus to blackmail the European Union into offering concessions on several key issues, including the long-frozen natural gas reserves of the Eastern Mediterranean, Turkey’s EU membership prospects, and even a tacit endorsement of Turkey’s claims to the island of Cyprus.
In exchange for Turkey’s participation in the BSGI, Erdogan wants the West to recognize Turkey’s sovereignty over the Eastern Mediterranean gas reserves and offer a significant upgrade to Ankara’s EU membership talks. These demands, coupled with Erdogan’s repeated threats to close the Bosphorus Strait, the strategic chokepoint between the Black Sea and the Mediterranean, have sent ripples throughout the international system.
The diplomatic fallout has been far-reaching, with several key European nations, including Germany and France, publicly voicing their frustration with Erdogan’s tactics. However, others have taken a more conciliatory approach, arguing that engaging with Erdogan, flawed as his methods may be, is a necessary evil to prevent the escalation of regional tensions.
In the face of these complexities, Western policymakers are torn between two competing imperatives: containing Erdogan’s erratic behavior and preventing a full-blown crisis in the region. As one analyst astutely observed, Erdogan’s actions are both “a calculated gamble and a form of strategic trolling.”
Whether this latest provocation will ultimately succeed in achieving Erdogan’s objectives remains to be seen. However, one thing is clear: Erdogan’s unwavering commitment to his own worldview, combined with an unflinching disregard for Western diplomatic conventions, has cemented his reputation as one of the most skilled practitioners of geopolitics in the modern era.
