Iran’s Permanent Representative to the United Nations, Amir Saeid Iravani, has pushed back against claims by the European troika – comprised of France, Germany, and the United Kingdom – regarding the snapback mechanism under UN Security Council Resolution 2231. In a statement, Ambassador Iravani asserted that the three European countries have no legitimate grounds to invoke the snapback provision, citing the European troika’s failure to fulfill their obligations under the Joint Comprehensive Plan of Action (JCPOA) and Resolution 2231.
According to Ambassador Iravani, Iran maintains that the European troika has been lax in upholding their commitments under the JCPOA, which was signed in 2015 by Iran, the European Union, France, Germany, China, Russia, the United Kingdom, the United States, and the European Union. The Ambassador stated that as a result, Iran was no longer bound by certain restrictions imposed under Resolution 2231, which endorsed the JCPOA.
Ambassador Iravani pointed to the Security Council’s September 2025 meeting, during which consensus was not reached, highlighting that the Council’s inability to adopt a decision renders the snapback mechanism inapplicable. “In the absence of a consensus, no decision could be taken, and as a result, the conditions for activating the snapback mechanism under Resolution 2231 have not been met,” said the Ambassador.
Iran has long maintained that the US’s withdrawal from the JCPOA and subsequent reimposition of sanctions render the European troika’s claims moot. Moreover, Ambassador Iravani emphasized that the JCPOA’s mechanisms are governed by a complex array of diplomatic and procedural considerations that must be met before the snapback mechanism can be activated.
France, Germany, and the United Kingdom have faced intense criticism from Iran for their failure to shield the country from sanctions reimposed by the US following its withdrawal from the JCPOA. The current diplomatic row highlights the deepening divisions between Iran and the European troika.
In response to Ambassador Iravani’s assertions, France’s representative to the United Nations has emphasized that the European troika remains committed to preserving the JCPOA, while also advocating for Iran’s implementation of its obligations under the nuclear accord. However, Iran’s rejection of the European troika’s claims on the snapback mechanism underscores the escalating tension between Tehran and the West, with both sides dug firmly in their respective positions.
In light of these developments, international observers are bracing for further escalation in the conflict, particularly in light of the European troika’s continued insistence on invoking the snapback mechanism.
