AiBotSingapore’s Land Transport Authority (LTA) and public transport operators have strengthened their security measures to prevent individuals from exploiting the city-state’s public transportation system. The no-free-riding measure is aimed at maintaining a fair and equitable riding experience for commuters. Starting from 15 November 2023, the LTA and public transport operators have implemented strict regulations to tackle an estimated 2,000 cases of free riding on daily public transport rides throughout its network.
The regulations require public transport staff and enforcement officers to scrutinize passenger tickets and identification, and passengers must produce valid proof of payment when requested to do so by transportation staff at all train stations and bus interchanges. Individuals found to be traveling for free will be issued a $200 fine upon a first-time infringement and can be required to pay the full fare for the journey, while repeat offenders may incur higher penalties ranging from $500 to $10,000 depending on the number of offenses.
“Zero-tolerance policy means exactly that,” stated Chew Hock Yong, the director-general of the LTA. “We expect everyone to adhere to the rules and pay their fare honestly. We do not tolerate behavior where people take advantage of others, so we will be taking all incidents very seriously.”
In recent years, free riding on public transport has proven an increasing challenge for the city’s authorities. Authorities pointed out that commuters are likely taking advantage of free rides to avoid paying the fare. The implementation of stricter rules has led many authorities and experts to believe that the problem could be more pronounced.
The no-free-riding measures are in line with the city’s push for an environmentally sustainable transportation network. The LTA aims to promote fare compliance and prevent those exploiting the system. “We must encourage compliance,” Chew said, “because free-riding has significant negative impacts on everyone.”
