Taiwan Conducts First-Ever Mobile Internet Slowdown Drill Under Urban Resilience Exercise

In a pioneering effort to enhance urban resilience and prepare against potential catastrophic events, Taiwan successfully completed its inaugural mobile internet slowdown drill today. As part of the 2026 Urban Resilience Exercise, the island nation deliberately throttled 4G and 5G data speeds across central Taiwan, effectively simulating an internet disruption scenario for 30 minutes.

The unprecedented drill, meticulously designed and executed by the Central Emergency Operations Center (CEOC) and Taiwan’s Ministry of Digital Affairs, allowed local authorities to assess and enhance their readiness to respond to and mitigate the impact of mobile internet outages in emergency situations.

During the 30-minute exercise, which kicked off at 10:00 AM local time and ended at 10:30 AM, mobile data speeds throughout central Taiwan were reduced significantly. Citizens were alerted via mobile apps and social media platforms beforehand, advising them to take necessary precautions and utilize alternative communication channels.

“It’s essential for us to conduct this type of scenario-based exercise to evaluate our preparedness and responsiveness,” stated Chen Tsai-Chang, the CEOC Director-General, during a pre-exercise press conference. “By understanding and addressing potential vulnerabilities, we can build and maintain resilient critical infrastructure, ultimately contributing to the public’s safety and well-being.”

Throughout the exercise, the government simultaneously operated a hotline for citizens to report their experiences and feedback, with several hundred calls and emails received. The results of the exercise will be analyzed to refine future disaster response plans and improve mobile network resilience.

Experts emphasize the importance of testing preparedness measures under real-world conditions, rather than solely relying on theoretical simulations. As Taiwan continues to integrate new technologies into its urban infrastructure, this inaugural slowdown drill sets a precedent for future disaster preparedness and response efforts.

When questioned about the potential benefits of such an exercise, Chen further explained: “By deliberately testing communication pathways, we can better understand their capacity to sustain data throughput during stressful events, identify areas for improvement, and make strategic investments to enhance the overall resilience of our urban infrastructure.”
