Ukraine’s efforts to revive its grain export business have taken a crucial turn, as the country now considers shipping its grain by rail through Moldova. This development comes at a time when exports by sea through the Black Sea have faced significant challenges due to ongoing Russian attacks on Ukrainian shipping and port infrastructure. Reuters reported that Ukraine has reached out to the Moldovan authorities, seeking a discounted freight tariff for rail transport of Ukrainian grain.
Sources close to Moldovan Railways hinted that the Ukrainian delegation has made a specific request for a 50% discount on freight tariffs. However, Moldovan Railways officials have countered with a proposal, urging Ukraine to provide guarantees on the volume of grain shipments. The negotiations are expected to continue in the coming days, with officials seeking a mutually agreeable solution.
The former head of Moldovan Railways, Oleg Tofilat, highlighted the potential benefits of a transit rail corridor through Moldova. According to his estimates, such a corridor could carry up to 4.5 million metric tons of Ukrainian grain annually. Ukrainian officials believe that a functioning corridor could account for as much as 10% of the country’s total exports. In this context, a rail option may prove to be a highly viable alternative to sea-based shipping.
It is worth noting that Moldova has been instrumental in providing rail transport services to Ukrainian grain exporters since the 2022-2023 period. Ukraine’s current focus on diversifying its export channels may signal a growing reliance on its landlocked neighbors to help mitigate the ongoing disruption of its Black Sea supply chain.
As Ukraine’s grain export industry faces continued disruption, the prospect of a secure rail route through Moldova emerges as a beacon of hope. If successful, this development could have a profound impact on Ukraine’s agricultural sector, enabling the country to maintain and potentially increase its exports. As negotiations continue, the international community will be watching closely, eager to see the outcome of these talks and the potential benefits they may bring to Ukraine’s struggling economy.
