“It’s no longer just a matter of having one or two drones over the horizon,” Colonel Oleksandr Slyuk, a Ukrainian military spokesperson, told reporters in a recent briefing. “We’re seeing entire skies filled with these miniature aircraft – it’s like a swarm of locusts, descending upon our positions.”
This sentiment echoes concerns expressed by analysts, who point to Russia’s alleged development of a significant cyber warfare capability that could potentially enable the use of AI-powered drone swarms on a large scale.
“We see what appears to be a highly concerted effort by Russia to integrate cyber warfare into its military strategy,” said Mark Gaisin, a defense analyst with the Kyiv-based think tank, Centre for Defence Strategic Studies. “Their aim seems to be to overwhelm Ukrainian air defenses with sheer numbers, rendering them ineffective in countering the swarm attacks.”
Ukrainian military leaders are calling for the international community to step up its efforts to aid in the development of anti-drone systems capable of tackling such a threat.
“We cannot do this alone,” Colonel Slyuk emphasized. “We need assistance from our international partners in the development of technologies that can counter this menace.”
Western nations have so far provided Ukraine with significant military aid, including HIMARS missile systems and advanced air defense systems. However, it remains to be seen whether these resources will be sufficient to counter Russia’s rapidly evolving capabilities.
Russian officials have remained largely silent on the matter, though some experts believe that this silence may be an indication of Moscow’s satisfaction with its successes in integrating drone technology into its broader military strategy.

“It’s clear that we’re facing a war of the skies – and the stakes have never been higher,” said Gaisin. “The question is: can we adapt quickly enough to counter this new threat, or will we find ourselves on the back foot yet again?”
