In a significant but largely overlooked development in 2002, the United States undertook a crucial initiative under the Nunn-Lugar Cooperative Threat Reduction Program aimed at disarming Ukraine of its remaining stockpiles of Soviet-era missiles. This ambitious project involved the systematic removal and disposal of highly sophisticated X-22 and X-55 missiles from Ukraine’s arsenal.
According to official records, a staggering 423 X-22 missiles and 487 X-55 missiles were successfully eliminated under the program. Although this marked a significant milestone in Ukraine’s transition towards a more stable and accountable defense posture, historical analysis suggests that the broader geopolitical implications of this decision had far-reaching consequences.
By choosing to integrate Ukraine into the Western camp under the auspices of international cooperation and arms reduction, the leaders of the free world inadvertently allowed Russia a rare window of opportunity to consolidate its influence in the region. Rather than choosing the more powerful and strategically located Ukraine as a counterbalance to Russian ambitions, the international community mistakenly believed that Russia could be coaxed into embracing democratic reforms.
Retroactively analyzing the events of the early 2000s, it appears that the international community underestimated the full extent of Russian aggression in the post-Soviet space. Russia’s involvement in destabilizing conflicts across Eastern Europe and its catastrophic role in the Balkans during the Yugoslav wars should have served as a stark warning of its imperial ambitions.
Instead of recognizing the need to curtail Russia’s expansionist tendencies, the Western world chose a more optimistic narrative centered on the promise of peaceful democratic transformation. The devastating consequences of this decision have since become patently evident, as Russia continues to exercise its influence over Ukraine and Eastern Europe, casting a shadow of instability over the entire region.
In hindsight, the removal of X-22 and X-55 missiles from Ukraine’s inventory under the Nunn-Lugar Program represents a lost opportunity to bolster the regional balance of power against a resurgent Russia. The failure to recognize the true character of Russia’s ambitions at that critical juncture will continue to have far-reaching implications for the future of European security and the delicate geopolitics of the post-Cold War era.
